Reform of the Medicare Physician Fee Schedule is Needed Now

ADVION urges Congress to pass the Strengthening Medicare for Patients and Providers Act to provide payment updates equal to the annual percentage increase in the Medicare Economic Index (MEI) beginning in 2024.

The Empower Act (H.R. 4878/S. 2459)

ADVION urges Congress to pass the Enabling More of the Physical and Occupational Workforce to Engage in Rehabilitation Act (EMPOWER Act) to permit "general supervision" of therapy rehabilitation assistants under Medicare Part B outpatient practices and mandate the U.S. Government Accountability Office (GAO) to undertake a study to determine the impact of the 15% payment differential imposed in 2022 for services provided in whole or in part by therapy assistants.

Support Digital Telehealth and Permanent Medicare Telehealth Extension

ADVION urges Congress to pass the Expanded Telehealth Access Act (H.R. 3875/S. 2880) to permanently add OTs, PTs, SLPs, rehabilitation therapy assistants, and audiologists as Medicare telehealth providers in the U.S. Code which will allow them to continue providing rehabilitation therapy services to Medicare patients via telehealth, when appropriate.

Protect Medicaid for Our Nation's Seniors 

Take action now--help ensure that any changes to Medicaid funding do not impact patients' access to nursing homes or home and community-based services.  

Medicaid is the primary and largest single payer for care provided in nursing homes, covering the cost of care for approximately two-thirds of nursing home residents.  Cuts to Medicaid will have far-reaching consequences for seniors in America and will put an increased strain on family caregivers and our communities.

Include LTPAC in Health IT Incentives

ADVION joins the authors of the National Academies of Science, Engineering and Medicine (NASEM) 2022 report in urging the federal government to provide financial incentives for health IT adoption that supports health information exchange to enhance person-centered longitudinal care in the long-term and post-acute care (LTPAC) sector.

The Disadvantages of Medicare Advantage

ADVION supports the reintroduction of the Improving Seniors’ Timely Access to Care Act of 2021  (H.R. 8702/S. 4532) on June 12, 2024, to modernize the antiquated prior authorization (PA) process by requiring establishment of an electronic PA (e-PA) process, encouraging MA plans to adopt PA programs that adhere to evidence-based medical guidelines in consultation with clinicians, and improving transparency by requiring MA plans to report to CMS on the extent of their use of PAs and the rate of approvals or denials.

Preserve Access to Laboratory Services

The bipartisan, bicameral Saving Access to Laboratory Services Act (SALSA – H.R. 2377, S.1000) would protect patient access to clinical laboratory testing, support investment in diagnostic innovation and strengthen the nation’s critical laboratory infrastructure by preventing drastic cuts to the Clinical Laboratory Fee Schedule (CLFS) and fixing the flawed data reporting and rate setting methodology put in place by the Protecting Access to Medicare Act (PAMA) of 2014.
